In New York City, landlords must comply with Housing Maintenance Code § 27-2043, which requires that every apartment entrance door has a working key lock, a heavy-duty latch set, and a heavy-duty deadbolt. If locks are broken, missing, or if tenants are not provided with keys, violations are incurred.
